testutil: fail vacuous conformance patterns; finish byte-padding sweep

CheckDescriptiveStructNames and CheckNoImports now fail — with fix
suggestions pointing at the module path in go.mod — when their pattern
matches no loadable packages, and fail on packages that match but can't
load. Previously a stale pattern (or an error pseudo-package) walked
zero packages and stayed green forever; that exact hole let a consumer
repo's conformance test check nothing for months. Mirrors the same
hardening in snap/rendercheck.

Rides with the in-flight byte-padding fixes in settings.go and
linkrate.go (cell-width padding via lipgloss instead of %-Ns) that the
module's own TestCodeStandards requires, and drops the checked-in
genicon binary that go generate no longer produces.
