chore(ci): migrate static analysis from psalm to mago

Replace vimeo/psalm and psalm-plugin with carthage-software/mago.
- Add mago.toml with PSL plugin, symfony/phpunit integrations, and taint rules
- Add make targets: lint, lint-fix, analyze, analyze-fix, static-analysis
- Add lint.yml workflow; remove security-analysis.yml (covered by mago Security rules)
- Update static-analysis.yml to run analyze only (lint runs separately via lint.yml)
- Use --reporting-format github in CI via MAGO_FORMAT env var for inline PR annotations
- Delete orphaned config/psalm.xml and config/psalm-baseline.xml
- Update README badge: replace broken security-analysis badge with lint badge
