fix: reset unschedulable_pods_count metric to 0 when no pods are pending

karpenter_scheduler_unschedulable_pods_count was only ever cleared via
DeletePartialMatch inside Solve(), which never runs when the provisioning
loop has no pending pods -- leaving the metric stuck at its last value.
The DeletePartialMatch call itself was also dead for the disruption
controller, which never sets this metric. Since this metric is
provisioning-only, the controller label is dropped entirely.
