ci: adapt Java SDK CI to this repo; add coverage and dependabot

sdk-ci-java.yml (name kept verbatim):
- drop the sdks/java/** path filters and every -f sdks/java/pom.xml prefix;
  Maven now runs at the repo root
- release tags are plain v* (was axiam-java-sdk/v*); verify-tag-on-main is
  kept and now also asserts the tag matches BOTH POM versions, so a tag can
  never ship a coordinate that does not trace back to it
- publish deploys the BOM as well as the SDK (separate reactors), and the
  PR-gate signs the BOM with the ephemeral key too, so `deploy` is never the
  first time a signed BOM POM is produced

coverage.yml (new): runs the suite under the JaCoCo agent and uploads
target/site/jacoco/jacoco.xml to Coveralls on push-to-main and PRs.

dependabot.yml (new): maven (/, /bom, /examples/spring-boot-app) plus
github-actions, weekly on monday, mirroring the monorepo's grouping style.

No Pages job: javadoc.io serves the Java SDK's API docs automatically from
the -javadoc.jar on Maven Central, which is what the monorepo relied on too.
