Speed up pre-commit: unit tests local, integration/doctests in CI (#101)

* Trim pre-commit to a fast core; tests/full lint belong to CI

The default `cargo test` (× krabitls + fixtures) and `--all-targets --tests`
clippy compiled and ran the canned-handshake integration binaries on every
commit — minutes of latency. Keep only fmt + default lib/bin clippy locally;
CI already runs the default + feature-matrix tests and the `--all-targets`
sweep, so nothing is lost.
