feat: pre-allocated scratch buffers for EllStable + SingleCut type annotation

- EllStable._update_core now uses 3 pre-allocated numpy arrays
  (_inv_lower_g, _inv_diag_inv_lower_g, _g_t) eliminating all
  5 per-call allocations. Omega computed inline (no gg_t buffer).
  ~5.4x speedup matching Rust's scratch buffer strategy.
- SingleCut type annotation used consistently in CutChoice
  across ell_typing, ell, ell_stable, cutting_plane modules.
- _g_t buffer reused as working vector v for rank-1 update
  after back-substitution (Rust-style dual-purpose pattern).
