Prefer lowercase aliases in NormalizeShortCode ordering

Sort same-length aliases case-insensitively with lowercase first so
NormalizeShortCode keeps returning lowercase aliases (e.g. :mx_claus:).
Note: existing mixed-case-first pairs (zodiac signs, :OK_hand:, :ZZZ:,
etc.) now also normalize to lowercase.
