doc: improve formatting of man pages and html man output

Makefile:

  set font-size 16px, line-spacing 1.5
  suppress line break warning from groff. Long URL was unbreakable
     and groff was complaining.
  lower case man page title and append "manual page"

  fix Makefle running comments by using spaces not tabs.

roundup-admin.1 roundup-demo.1 - fix roff macros

roundup-*.1.html - newly generated man pages. also newer groff outputs
    utf8 not ascii.
