build: add govulncheck vulnerability scanning to the QA pipeline

Add a govulncheck Make target to both the library and the example service and run it as part of the qa target and the GitHub Actions check workflows.

- install govulncheck via the go.mod tool directive (go get -tool golang.org/x/vuln/cmd/govulncheck) so its version is pinned in go.mod/go.sum, consistent with the existing mockgen setup
- run the scan with "go tool govulncheck" against ./pkg/... in the library and ./cmd/... ./internal/... in the example service
- wire the new target into "make qa" and into the lint jobs of the check and check_example workflows so every push and pull request is scanned
