Strip Uids in sandbox Expect/ExpectNot comparisons

Actions built from base functions (e.g. ActionBuiltins) retain Uids
while actions roundtripped through Invoke().ToA() (as ActionCallback
wrappers do) lose them.  This made Expect unusable for testing actions
that wrap other actions via callbacks.  Clearing Uid before serialization
ensures both sides are compared on values, descriptions, tags, and styles
only.
