chore(github): add linguist gitattributes for Forst files

Map .ft sources to Go highlighting while excluding them from language
stats so the repo bar is not dominated by vendored Go classification.
Mark golden outputs and generated runtime stubs as linguist-generated
to keep PR diffs readable, and exclude RFC example paths from code stats.
