docs: rewrite README tagline and features list

# Summary

The README still framed OpenRaft as tokio-only and listed a generic
feature set that undersold what distinguishes it from a standard Raft
implementation. This updates the tagline and rewrites the Features
section accordingly.

# Details

- Tagline: "Rust using Tokio" becomes "Rust on any async runtime",
  reflecting the `AsyncRuntime` trait and its compio/monoio/
  single-threaded backends.
- Features: replaces the old 5-item list with an intro line ("What
  sets OpenRaft apart from a standard Raft implementation") and 6
  bullets — generalized joint membership change, fewer election
  conflicts via the redesigned Vote, async/event-driven execution,
  fully pluggable storage/networking/type config, runtime-agnostic
  execution, deterministic turmoil-based testing, and observability
  via metrics and tracing.
