#132 Fix Renovate configuration

## Summary

- replace the repeatedly failing private
`local>derliebemarcus/maintenance:python` preset reference with a
self-contained repository configuration
- preserve the current shared base and Python policies, including
schedules, labels, vulnerability handling, semantic commits,
GitHub-native automerge, Home Assistant manifest detection, Python
dependency grouping, and major-update approval
- preserve Teltonika-specific Python 3.14, `pip-compile`, lockfile
maintenance, and `python-socketio` synchronization rules

## Root cause

Renovate has repeatedly failed to resolve the private central preset and
created issues #119, #129, and #132 with `Cannot find preset's package`.
The repository-local fallback removes that external
configuration-resolution dependency while retaining the effective
policy.

## Documentation

The complete `docs/` tree was reviewed. No user, architecture,
operations, deployment, or release documentation is affected by this
configuration-only repair, so no documentation or ADR change is
required.

## Validation

- `renovate.json` is valid JSON
- the branch differs from `main` only in `renovate.json`
- required GitHub and Jenkins checks passed

Supersedes #146.

Closes #132
