perf: compact plan list output and lock in batched FTS rebuild (#127)

- add backlog.PlanSummary (id/title/status/project_id/item_id, no content),
  mirroring store.DocumentSummary; ListPlans returns summaries, GetPlan by
  id is unchanged and still returns full content
- update `plan list` and `ls plans` CLI paths to marshal PlanSummary
- add a test asserting plan list omits content while get-by-id returns it
- verify WriteBatch/ImportJSON already rebuild FTS once after commit (OU-99
  remainder); no per-row loop remained after PR #120's id-set-fetch/delete
  batching, so add a regression test locking in ImportJSON's single-rebuild,
  fully-searchable multi-doc batch behavior (WriteBatch already had one)
