Adopt golangci-lint v2 and harden execution handling

Drop the hand-rolled process lock and let golangci-lint serialize concurrent runs through its own lock.
Route exit codes: treat 0 and 1 as parseable output, keep the cause on codes above 1.
Stop the panic on warning-plus-JSON output at exit code 0.
Trim each output line so a Windows CRLF does not discard valid JSON.
Exit non-zero on issues, warnings, and run failures so exit-code checks catch them.
Upgrade dependencies to the newest GA versions.
Refresh both README files: golangci-lint v2.12.2, exit-code notes, prerequisite note.
