feat: port Stop hook persist-nudge into ouroboros hook stop (#119)

- adds native `ouroboros hook stop` subcommand replicating plugin/scripts/stop.js
- direct kb.WriteBatch DB write replaces execSync to the CLI binary
- new git-root/transcript-scan helpers (projectFromPath, readLastMainAssistantText, turnAlreadyPersisted)
- repoints the plugin's Stop hook command at the compiled binary
- stop.js and its node:test suite are left in place; deletion deferred to the epic's cleanup PR
