* Add byte-bounded cache modes for block stores

Implement opt-in MB-bounded cache behavior for memory and filesystem block stores, including payload-byte LRU eviction, oversize direct-write rejection, and construction-time filesystem cache trimming. Update overlay, memory, and filesystem specs plus targeted validation coverage to keep cache refill budget failures non-fatal during lower-layer reads.

* Tighten cache-mode validation traceability

Align memory cache-mode spec-validation test numbering with the spec IDs, keep the replacement-eviction regression test unnumbered to avoid traceability collisions, and add exact BYTES_PER_MB boundary checks for both memory and filesystem cache-mode constructor validation.
