fix(ci): pin npm@11 in publish workflow to restore provenance (#9814)

npm 12.0.0 (npm@latest) omits the bundled sigstore module required by
`npm publish --provenance`, which caused the v5.1.25 release publish to
fail before any @medplum packages reached npm.
