Emit nomad_file_parser imports in cli scaffolding templates

The `dev init` templates generated new parsers with nomad.parsing.file_parser
imports; switch them to nomad_file_parser to match the migrated codebase.
MatchingParser stays on nomad.parsing (not part of nomad_file_parser).
