fix: resolve nil dereference and error-swallowing bugs in capture and GeoIP paths

- Check pcap.OpenOffline error before using handle for SetBPFFilter
- Skip nil packet on live-capture channel close instead of processing it
- Propagate GeoIP DB load errors instead of ignoring them, and guard
  LookupCountry against a nil DB
- Defer CloseGeoIP right after a successful InitGeoIP so it always runs,
  covering both the read-file and live-capture paths
