docs(plans): retire the implementation-plan directory into the tracker

All 16 build plans in notes/superpowers/plans/, verified one-by-one against shipped code + tracker, then deleted:
- 15 for SHIPPED/superseded features (cli-config, graviton, codegen, perf metrics x3, build-orchestrator, editor-component, run-replayer, ci-profiles, wc-panels, appearance-contract, language-service, val Phase-1, adopt-template Phases 1-4) — task-level rationale already in code docblocks + shipping PR bodies.
- signed-run-receipts-roadmap (unbuilt trust stack): carried verbatim to fsl#1464, which anchors the six milestone issues' path-refs.
Genuine residue captured to ideas backlog fsl#1840: wc-history read-only scope-down (vs jssm#662 'click-to-rewind' title), a dropped S1 error-reemit detail, and the adopt-template Phase-5 build-hygiene set (eslint-9-flat / Stryker / attw / commitlint). Also fixed notes/fsl-config.md dead links (deleted design spec -> jssm#631).

Closes the notes/superpowers planning-doc cleanup: specs/ dissolved, eras/ retired, plans/ retired. The StoneCypher/fsl tracker is the sole canonical plan.
