web-flowFix enum-compare and enum-conversion (#16556) (#16557) Qiskit 2.5.0 further expanded the C library and added additional tests. Unfortunately, some warnings (treated as errors in build environments with stricter flags) were introduced. This commit addresses the two issues that prevent building the C library in Arch Linux.
