Retire PidGate synchronously in Drop branches without a detached handoff

Close the no-runtime-drop gap: when a RunningProcess Drop statically
matches the shared-group+grace handoff shape but no tokio runtime is
current, neither the handoff branch nor the prior narrow else-if
retired the gate. Replace the narrow else-if with an unconditional
else so PidGate::retire (idempotent) always runs when the detached
handoff cannot be spawned.
