docs(github): modernize issue templates and support files

- Migrate freeform markdown templates to modern, structured YAML Issue Forms.
- Create a dedicated SUPPORT.md file for corporate, sponsor, and community guidance.
- Disable blank issues and configure the issue chooser portal in config.yml.
- Update root SECURITY.md to integrate GitHub's Private Vulnerability Reporting.
- Remove deprecated and redundant markdown templates.
