ci: set git identity before creating gh-pages branch in benchmark workflow

The "Create gh-pages branch if missing" step commits an empty initial
commit on a fresh orphan branch, but runner git has no configured
identity, so `git commit` failed with "empty ident name" the first
time this path actually ran (no prior gh-pages branch existed).
