perf(valgrind): shard the C++ run, fix server test timeout on arm64

The Valgrind C++ step was 99 min of memcheck at 4-way concurrency, already
scheduler-bound. Add VALGRIND_SHARD=i/N to run.sh and run valgrind-cpp as a
4-way matrix; MPI moves to its own job. 99 -> 24 min.

durations.tsv holds per-test timings for bin packing. It is a hint: the
partition is over the tests ctest discovers, so a missing or stale file costs
balance, never coverage. run.sh warns when it drifts. Regenerate with
VALGRIND_EMIT_DURATIONS=1 make valgrind-cpp.

Forward VALGRIND_SHARD and VALGRIND_EMIT_DURATIONS through the docker wrapper,
otherwise every shard runs all 140 tests there.

test_dftracer_server failed on ubuntu-22.04-arm: the server indexes before
binding (16.9s measured) against a 15s wait_for_port. Raise it to 60s.
