feat: extract bb_wifi_ap (SoftAP + captive DNS) from bb_prov (#800)

new component: the pure SoftAP + captive-DNS primitive lifted out of
bb_prov's provisioning code, per KB 781 (bb_wifi_ap = AP core, zero
http). bb_prov's AP API (a separate public entry point, zero in-tree
callers) is removed; wiring bb_wifi_ap into a provisioning lifecycle
is deferred to the bb_wifi_prov FSM follow-up -- callers invoke
bb_wifi_ap_start()/stop() directly. portable DNS packet builder + SSID
derivation are host-tested; esp SoftAP/socket glue is platform. AP/STA
mode is OR-arbitrated via esp_wifi_get_mode so bringing up AP doesn't
clobber an active STA.
