Close a shutdown/spawn rearm race on the Drop-kill skip latch

Serialize non-escalating shutdown completion against concurrent spawn/adopt
so a stale SkipDropKill::request() can no longer clear the backstop for a
child created after the latch was already re-armed. Adds deterministic race
tests for pgroup and cgroup backends, plus Windows Job Object coverage, and
updates the shutdown/Drop-kill documentation in group.rs to match the
finalized guarantee.
