feat: dashboard views (per-view project sets + per-project segment overrides) (#99)

- add dashboard.view.<name>/dashboard.project.<name>/dashboard.rt.<name>
  config blobs (View, ProjectConfig, viewRuntime) replacing the single
  global output/last_refresh; MonitoredProjects is the union of every
  view's projects
- fragments (Tile/Bar/Group/Note/HTML) carry an optional project field,
  stamped via StampProject and preserved through Emit/Parse
- dashboard view set/list/rm, dashboard project set, dashboard status,
  and a reworked dashboard refresh (--view/--all/--projects, per-view
  cooldown + output file, ad-hoc --projects skips cooldown/runtime)
- add backlog.DeleteConfig
- refresh --all/default tolerates a malformed view blob: proceeds with
  the good views and prints a warning, instead of aborting every view
- reject unsafe view names (empty, '/', '\', '..') in SetView, so
  ViewOutputPath can't escape output_dir
- remove the dead KeyOutput/KeyLastRefresh consts
