feat(warehouse): use Iceberg manifest stats for fast last_updated watermark (#9772)

Read incremental sync watermarks from iceberg_column_stats upper_bounds
instead of scanning Parquet. Order exports by project_id, last_updated,
and id for consistent layout and compression. Track watermark query timing
separately in sync metrics.
