* refactor measureStyleFunction to getMeasureStyleFunction

Fix behavior of measureStyleFunction while map view is rotated and a geodesic line is needed. Fixing with usage of the related layer , when calling getMeasureStyleFunction, to get the responsible layerRenderer.
