Initial commit for Babelfish v6.3 (#4885)

This commit contains the following changes:

1. Add version info and upgrade test schedules for 18.6, 17.12, 16.16, 15.20 and 14.25
2. Bump babelfish_version from 6.2.0 to 6.3.0 (internal version 18.5.0.0 to 18.6.0.0)
3. Update T-SQL extension version to 6.3.0 and add following upgrade scripts:
    a. babelfishpg_tsql--6.2.0--6.3.0.sql
    b. babelfishpg_tsql--5.8.0--6.0.0.sql
    c. babelfishpg_tsql--4.12.0--5.0.0.sql
4. Update common extension version to 6.3.0 and add following upgrade scripts:
    a. babelfish_common_helper--6.2.0--6.3.0.sql
    b. babelfishpg_common--5.8.0--6.0.0.sql
    c. babelfishpg_common--4.12.0--5.0.0.sql
    d. spatial_types--6.2.0--6.3.0.sql
5. Add 6.2.0--6.3.0 upgrade entries to babelfishpg_common Makefile
6. Update version-branch-template.yml with stable branch mappings for 14.24, 15.19, 16.15, 17.11 and 18.5
7. Update antlr_version selection in upgrade-test.yml and pg_dump-restore-test.yml to include 16.16
8. Update upgrade-test-configuration.yml with new version entries for 14.25, 15.20, 16.16, 17.12 and 18.5
9. Update expected_drop.out with expected unexpected drops for:
   a. function sys.babelfish_update_server_collation_name in babelfishpg_tsql--4.12.0--5.0.0.sql
   b. function sys.babelfish_update_server_collation_name in babelfishpg_tsql--5.8.0--6.0.0.sql
   c. function sys.babelfish_update_server_collation_name in babelfishpg_tsql--6.2.0--6.3.0.sql
   d. procedure sys.babelfish_drop_deprecated_object in babelfishpg_tsql--4.12.0--5.0.0.sql
   e. procedure sys.babelfish_drop_deprecated_object in babelfishpg_tsql--5.8.0--6.0.0.sql
   f. procedure sys.babelfish_drop_deprecated_object in babelfishpg_tsql--6.2.0--6.3.0.sql
