test: pin fill-machinery contract for meta-template node placeholder

Verifies the behavior the planned template-creation meta-template update
relies on (docs/template-identity-and-governance.md): a template node
expressed as an nt:EmbeddedResource+LocalResource+UriPlaceholder with a
default local name (a) pre-fills 'template' on create, (b) unifies to
'assertion' when filling from a legacy-shaped template, so a routine
update keeps the legacy shape (old-parser-safe) and flipping to embedded
identity is a deliberate field edit, and (c) unifies to the embedded
node's local name when filling from a template with embedded identity --
with zero unused statements in all three fills.
