Enhance email client with Microsoft Graph API support and refactor (#1480)

* feat(email): add Microsoft Graph API support for email reports

Adds an email.Sender interface implemented by the existing SMTP client
and a new Microsoft Graph API client, allowing environments without SMTP
to send summary and violations reports via Microsoft 365 / Exchange
Online using the OAuth2 client credentials flow.

- CC/BCC recipients and saveToSentItems control
- Client secret configurable inline, via env var, or via secretRef to an
  existing Kubernetes Secret (key: clientSecret) resolved through the
  existing secrets client
- azureADEndpoint/graphEndpoint overrides for sovereign clouds
- Graph API error response bodies surfaced in returned errors
- Helm chart: emailReports.graphAPI values, chart README docs, and
  POD_NAMESPACE env in the report CronJobs for in-cluster secret lookup
