chore(rfd): Add `just rfd-renumber` command (#860)

RFD authors can now move a draft or published RFD to a new id with `just
rfd-renumber NNN [MMM]`. It renames the file, rewrites the document
heading, updates `RFD <old>` mentions and link targets across every RFD
(including the renumbered file's own self-references), and carries the
priority-board entry to the new id. Drafts renumber within D01-D99,
published RFDs within the permanent-number space; moving between spaces
is still `rfd-promote`'s job. When the target id is omitted, the next
free id in that space is used; references outside `docs/rfd/` are
reported but left untouched, and renumbering a published RFD prompts a
`just rfd-summaries` refresh.

The draft-slot search, permanent-number search, and priority-board
rewrite used by `rfd-promote` are extracted into private recipes
(`_rfd-next-draft-slot`, `_rfd-next-number`, `_rfd-priority-rewrite`) so
`rfd-renumber` can reuse them; `rfd-promote`'s behavior is unchanged
aside from also rewriting the promoted file's own self-references. A
matching `rfd_renumber` MCP tool and skill entry are added alongside the
existing `rfd_draft`/`rfd_promote` tools.
