feat: bbtool size footprint baseline + check gate + HTTP heap capture, docs budget region (B1-719) (#787)

committed firmware-footprint metrics tooling (no CI gate / baseline yet —
firmware doesn't emit stats).

- bbtool size: --update-baseline / --check / --target / --flash-threshold-pct
  write + gate .baseline/bbtool/metrics/<target>.json; flash gate is bss
  shrink-only + flash-forgiving (+<=threshold%)
- full effective config snapshot (every knob, incl. native ESP-IDF like
  CONFIG_LWIP_IPV6) → committed .sdkconfig sibling + sha, so footprint is
  always paired with the config it was built against
- --heap-from-http: capture runtime heap (min-free/high-water) from a live
  board's GET /api/diag/heap into the baseline heap block (source="http");
  HIGHER-BETTER heap gate, inert until a baseline heap exists
- docs: bbtool:budget generated region (per-component footprint table),
  ## Footprint template section; fail-soft _(no baseline)_
- make size-check / size-baseline targets (manual tooling, not in CI)
