Add configurable welcome channel & message

Introduce welcome messaging for verified members: add a new welcome module (send/renderMessage/DEFAULT_MESSAGE) and call welcome.send after successful verification. Persist welcome_channel_id and welcome_message in the database (schema.sql + runtime migration and guildConfig ALLOWED_FIELDS) and surface them in the setup config embed. Add a new `setup welcome` subcommand to set channel and optional message (records an audit log), and include tests for DB persistence and welcome behaviour.
