feat: generate component READMEs fully from header @brief (B1-717) (#783)

component READMEs are now 100% generated — no hand-edited sections.

- add header_annot.extract_brief: parse a Doxygen @brief (block, ///, //!
  styles) from a component's public header as the one-line brief source
- docs.py: new brief + api generated regions; deps table gains a Kind
  (public/private) column; deps Docs link only when the dep is a local
  component; wiring emits an absolute wiki_base URL; fail-loud when a
  brief marker has no header @brief (docs gen clean error + lint flag)
- component-readme template: every section is a bbtool marker; drop the
  hand-authored brief / when-to-use / config-knobs / see-also sections
- gen_components_readme: index purpose sourced from header @brief
- convert bb_core to the generated README; move its narrative prose to
  the wiki (components/bb_core.md); flip CLAUDE.md docs-routing to the
  live flow
