chore: prepare v0.1.0 release

Update README with badges, optional SQLite section, contributing guide,
and HexDocs link. Write CHANGELOG.md with the full v0.1.0 release notes
covering all features, dependencies, and non-goals.

Update release workflow to:
- Set MIX_ENV and LOGISTIKI_DATABASE_URL at the job level
- Create and migrate the test database before running tests
- Extract the version from the git tag
- Read the matching CHANGELOG section as the GitHub Release body
- Use both generate_release_notes and body_path for a rich release page

The release is triggered by pushing a v* tag (e.g. git tag v0.1.0 && git push origin v0.1.0).
The workflow will: run tests, publish to Hex.pm, and create a GitHub Release
with the changelog content and auto-generated release notes.
