test(processes): swagger + unit/integration tests

- Regenerate docs/swagger.yaml for the new /processes endpoints.
- account/ballot_test.go: VoteTypeFromQuestion (singlechoice/multichoice/ballotProtocol/
  unsupported/no-choices), ElectionTypeFromQuestion, ComputeMaxCensusSize.
- subscriptions: OrgCanCreateVotingProcessDraft (MaxDrafts) and OrgAllowsVotingType tests.
- db/voting_processes_test.go: CRUD + ordered hydration + CountVotingProcesses +
  QuestionByUpstreamID + publish/reset + claim guard (Mongo via testcontainers).
- api/processes_test.go: end-to-end authoring/read/list/validate/public-question-read,
  draft update, and error paths (0 questions, eligibility not in census -> 400,
  non-admin -> 401, unauthenticated read -> 401) against the live server.
- api/processes_publish_test.go: end-to-end batch publish -- create a 2-question process,
  publish, poll the job to completion, assert both questions get an on-chain upstreamId
  and become ready, the process is published, and re-publish is idempotent.
- resolveEligibleMemberIDs returns a typed 400 (ErrInvalidData) for a member outside
  the census; gofumpt touch-ups.
