feat(edp api): Set edp_terms when reading an extended property

When reading an EDP (a property with Ext: True in MDF), the prop
definition _must_ specify and Enum: permissible value list, and
_must_ have a Term: annotation, the "EDP Term".

This commit validates these requirements, and sets the
EDP.value_set.edp_terms list, using the term given in the
Term: annotation (which stays available in EDP.annotations).
