feat: Default to H.264 video codec

Switch the default video codec from HEVC (h.265) to H.264 across the core,
CLI, server, and OBS dock so new renders use the faster, most widely
compatible encoder by default. HEVC remains available for ~25% smaller files.

- models/cli/service_client/server/dock_server: flip defaults and
  invalid-codec fallbacks hevc -> h264; reorder the Gradio and dock codec
  selectors so h.264 is first/selected
- update CLI/GUI help text and docs (cli, server, obs-dock) accordingly
- refresh default-codec tests to expect h264/libx264; pin the two NVENC
  cuda ffmpeg tests to explicit hevc to keep their fallback-path coverage
