Re-run Wiswa (1c522a5). Highlights:

- Pin all GitHub Actions to commit SHAs and set persist-credentials to
  false on checkouts; add the zizmor pre-commit hook and a
  .github/zizmor.yml ignore list.
- Replace the release agent with the make-release skill and update
  AGENTS.md accordingly.
- Upgrade Yarn from 4.15.0 to 4.17.1 and bump Node development
  dependencies (markdownlint-cli2, prettier).
- Raise Python dependency floors (aiosmtplib, anyio, click, niquests,
  pytest, pytest-asyncio, ty, and others) and refresh uv.lock.
- Add a seven-day cooldown to the Dependabot github-actions group.
- Update Keep a Changelog links to 1.1.1 and refresh the CITATION.cff
  release date.
