feat: Add tooltip to the GUI Optimized encoding checkbox

Optimized encoding is already the default across the CLI, desktop GUI, and
web UI. Add a reusable hover-tooltip helper for the Tk GUI and use it to
explain the "Optimized encoding" checkbox: "Larger size, but supports
seeking".
