Use --no-recurse-submodules in build workflow

Prevent git fetch from trying to fetch submodule SHAs referenced by old tags by adding --no-recurse-submodules to the workflow's git fetch command and an explanatory comment. Also update the src/main/java/gov/nih/nci/bento submodule pointer to commit 956c277 to track the new submodule state.
