make-release: document the release mechanics

Record the steps this project needs in practice: pass --yes to cz bump
(and invoke it through uvx with the cz-path plugin) so it does not block
on a prompt, run Prettier over package.json after the bump to undo the
npm provider's reflow, and skip the two known-broken pre-commit hooks
with SKIP at the pre-commit and pre-push stages, with an HTTPS gh
credential-helper fallback when SSH authentication is unavailable.
