feat: Add built-in OBS dock-server with installer integration (#151)

Replace the Node.js OBS dock helper with a built-in `talks-reducer dock-server` subcommand that serves the dock UI and runs jobs (windowless, no wrapper). Surface OBS auth errors in the dock with Enter-to-connect. Installer closes running instances on update and offers Start-menu/Startup shortcuts for the dock server, remembering task choices. Remove the legacy Node.js server and relocate its docs to docs/obs-dock.md.
