Add portability and schema introspection tests

t/portability.t exercises the DSN constructor path, dialect detection,
SQLite PRAGMA setup, and schema introspection over a DSN connection.
t/schema.t covers columns() and schema() across both the CSV slurp
path and the SQLite DBI path.
