Document the accepted blocking sweep-sleep in async watchdog teardown paths

Cgroup::kill's legacy per-pid SIGKILL-sweep (~100ms worst case on kernel <5.14
or write-restricted delegated cgroups) is reached synchronously from async
deadline/cancel watchdog paths (stream::kill_via_weak, teardown_on_timeout).
Document this as an accepted, bounded compromise distinct from the already
accepted Job::drop sleep, since the sweep runs inside async functions rather
than an inherently non-async Drop.
