project: commit Package.resolved to pin dependencies

Track Package.resolved so builds resolve swift-argument-parser to a fixed
version instead of the newest 1.x on every checkout, which is the usual
practice for an executable package. Stop ignoring it and exclude it from
Prettier, since SwiftPM writes it with its own JSON style.
